Can we use uber application in Turkey?

Maybe you know that Uber is prohibited in Turkey.
But it is not prohibited to use uber application system, it prohibited just take a private car with unlicensed driver(It mean you take a pirate taxi).

So now if you take an ‘pirate taxis’ with the Uber system, and police notice it, you must pay 281 TL and your driver must pay 4,220TL maximum. (The fee is for 2019)
